Digital Inclusion Fund

Life is increasingly becoming more digitally focused from booking GP appointments and managing finances to staying connected with family and friends. For those without access to devices, connectivity, or the skills to use them, this shift can feel overwhelming.

Through the Digital Inclusion Fund, Pembrokeshire County Council is working to ensure no one is left behind. The initiative brings together the Council’s TEC Enabled Care Team and the voluntary sector’s Community Connectors, who support people across Pembrokeshire. Together, they provide practical help and guidance so residents can explore technology in a way that suits their needs.

Adaptive and assistive technology will be available for short-term loans, allowing individuals to try devices before committing to buy. This includes assistive tablets, MiFi mobile broadband, Meta smart glasses, and speech-to-text tablets.

The team is looking to develop a new Integrated Community Living Well Centre, featuring an IKEA-style demonstration flat equipped with adaptive and smart home technology. This space will give people the chance to experience how technology can help them live safely and independently at home.

By offering a “try before you buy” approach and personalised support, the project removes barriers to digital inclusion. Residents can discover what works for them without financial risk, while carers and families gain confidence in using technology to support daily living. Rachel Gibby, Age Friendly Communities Officer, Pembrokeshire County Council, said:

This initiative is part of the social value delivered by Virgin Media O2 as part of the Swansea Bay City Deal’s Digital Infrastructure Programme and its Dark Fibre East project.
