The Swansea Bay City Deal’s Digital Infrastructure (DI) Programme is proud to announce the completion of a major £1.9 million investment in full fibre connectivity across the region, delivered in partnership with BT through the Public Sector Broadband Aggregation (PSBA).A total of 69 public sector sites across Swansea, Neath Port Talbot, Carmarthenshire, and Pembrokeshire have now been upgraded and are now benefitting from full fibre broadband.

From leisure centres to country parks and council buildings, this project ensures a fast, reliable, and scalable broadband network is in place to support evolving public services and help transform their delivery.

One example of this in action is at Pembrey Country Park, where full fibre has enabled the park to begin retiring its legacy radio-based systems and migrate to a more reliable, digital platform. This will unlock operational cost savings and improving service delivery for visitors. Several libraries across Carmarthenshire County Council, Swansea Council, and Neath Port Talbot Council have also migrated away from outdated legacy systems, enhancing public access.

Crucially, this fibre build not only benefits the public sector but also acts as a catalyst for broader regional connectivity. Many of the connected sites are in areas with limited existing fibre infrastructure. As a result, this investment extends the region’s fibre spine, making it easier and more viable for commercial providers to expand full fibre coverage to homes and businesses, particularly in rural or underserved areas.

This investment forms a key part of the DI Programme’s Connected Places workstream, which aims to equip public sector organisations with the digital infrastructure needed to drive forward transformation, innovation, and inclusive economic growth across the region.
